Abstract
Program Objectives:
  • Review relevant legislative actions from the Texas 86th Legislature.
  • Provide an overview of U.S. Congressional activities and U.S. DHHS / CMS initiatives.
  • Discuss HIM related healthcare regulatory trends.
  • List current TxHIMA Legislative & Advocacy Committee activities.
  • Describe how HIM professionals can be advocates.
This program informs participants about Texas 86th Legislative and U.S. Congressional activities impacting the HIM profession, along with recommended actions. A discussion of relevant HIM regulatory trends will also be included. Participants will learn about the TxHIMA Legislative & Advocacy Committee and what they can do to influence the future of HIM and healthcare.

Speaker
Richard LeBoutillier, MPA, RHIA, CPHQ, CHC

Richard is currently a Partner at Children’s Health System of Texas in Dallas. In this capacity, he works within the Corporate Compliance and Internal Audit Division focusing on revenue cycle and health information management for regulatory compliance and government affairs. He has over thirty years of healthcare experience, covering provider-based and consulting work. His experience spans compliance, revenue cycle, and health information management. He is a member of the Texas Health Information Management (TxHIMA) Board, as well as their Legislative and Advocacy Chairperson.

Richard received a Bachelor of Science from Cook College at Rutgers University in microbiology and a Master of Public Administration from Seton Hall University in healthcare administration. He received a Post Baccalaureate Certificate in health information management from the University of Illinois Chicago. He also completed a Certificate in healthcare risk management from New York University. In addition, Richard is a Registered Health Information Administrator (RHIA) Certified Professional in Healthcare Quality (CPHQ), an AHIMA Approved Revenue Cycle Trainer, as well as Certified in Healthcare Compliance (CHC).
