(a) Underwriting - seems that there should be an authorization utilized for releasing/requesting information for this purpose - not an exception.

(b) Utilization Review - This is a little broad and could be over-utilized without some type of qualifying statement naming their group as their agency, etc.

(c) Policy Holder Services - This is just too broad of an area to listed in an exception for the need of an authorization. Many requests could use this division as a reason to receive information without an authorization.

(d) Claims Administration, Adjustments and Management - Again, this is just too broad of an area to be listed in an exception for the need of an authorization. Many requests could use this division as a reason to receive information without an authorization.
